Call to Order Helen Weingart-Chair called the meeting to order at 7:04P.M. 2. Members Present Helen Weingart-Chair, Dianne Beer, William Jenkins, Rebecca Stockdale-Woolley, Betty Urban, June Rose and Sharyn Rusch. Geraldine Helmer-Library Director was also present. 3. Additions to Agenda None 4. Audience for Citizens None 5. Approval of Minutes: January 20, 2009 Sharyn Rusch made a motion to approve the minutes of January 20, 2009. Seconded by June Rose. Motion passed with the following correction. Under 8A, the change of meeting date to February 9, 2009 to complete work on Budget replaced the February 17, 2009 Regular Meeting. It was not a special meeting. 6. Reports A. Director s Report Geraldine Helmer said the circulation information will be presented at the next meeting. A report to the State of Connecticut which included circulation numbers for the last six months showed a 20% increase in circulation from last year. B. Board Chair Report Helen Weingart questioned why a computer was not purchased, when it was budgeted for 2008-2009, Line item 35112- Equipment Purchase has a balance of $854 at this time. The Board advised that Staples, Dell etc should be contacted to get pricing information on what is needed, and purchase of a computer should be made immediately. A laptop was discussed, but the Board decided a desk top computer would be better. The Special Revenue Account was discussed. Gerre was told to bring a report on Special Revenue and account for $25.00 deficiency to the next meeting. Helen Weingart questioned why library closed on January 28th when other town buildings were open. The closing policy needs to be reviewed and updated. Also, the Town Hall has to be contacted to make sure the parking lot is plowed when library is open. Steve Laume gave Helen some information on a Kilowatt Power Monitor which is used to check where electricity can be saved in the home. This item costs 22.00 with 6.00 shipping charge. Libraries are purchasing this item and lending out to patrons. Helen would like to purchase two. Sharyn Rusch feels a deposit of $30.00 to cover the cost should be asked for. Helen asked Gerre to check with Val Garrison to see if can purchase under Videos. Also, a lending policy will have to be put in place for this item. Helen said a decision must be made on whether to proceed with VERSO Automation. The cost would have to be covered through fundraising. This item will be put on the agenda for next month. A webinar was suggested to meet with VERSO and get further information on the system. C. Board Members Reports Sharyn Rusch said the date for the book sale should be changed. The Chaplin Clean up Day is being held on May 2, 2009. Two dates were discussed: April 4th or May 16th. Sharyn will check with the Chaplin Senior Center for availability of the Center. She will bring a plan for the Book Sale to next months meeting. Rebecca Stockdale-Woolley contacted the English Lady, who presents on Organic Gardening. The date she is available is Wednesday, April 15, 2009 at 7:00 P.M., and the cost of the program is $250. The Board agreed to finalize the date of this program. 7. Old Business A. Director s Presentation of Revised Budget Geraldine Helmer presented the Budget for 2009-2010. She contacted CL&P and was told no information on rate change at this time. June Rose suggested that she contact CL&P and get information on CWMX to see if any savings. The Board suggested a 2% increase on this line item for next years budget. Gerre spoke to Amerigas and spoke to Paul Carbone about changing vendors. He said they have a contract with Osterman. At this time Fuel will be left as is. Maintenance will be kept the same. Brian Smalley is the custodian at this time. Gerre was told to investigate further savings on electricity and fuel. Also, a narrative will have to be prepared on the budget to present to BOF. Betty Urban made a motion to approve the Budget 2009-2010 as presented with the following provisions. Electricity will have a 2% increase. Fuel and Maintenance will be kept the same. Further investigation into savings on electricity and fuel will be done. A narrative for presentation to the Board of Finance will be prepared. The motion was seconded by William Jenkins.
