  1. Call to Order

Bob Dubos, First Selectman, called the meeting to order at 7:02P.M.   Members Present:  Bob Dubos, Gene Boomer and William Rose III.  Others Present:  Karen O’Gorman.  Audience:  Dick Weingart.

 

2. Additions to Agenda       None

 

  1. First Audience of Citizens   

Dick Weingart-Board of Finance would like to invite Board of Selectmen members to the Annual Audit Presentation by Marcia Marien.  It will be on Tuesday October 28th  7:00P.M.   He would like to have it at the Senior Center. 

 

  1. Approve minutes of:  Regular Meeting of September 4, 2008. 

Gene Boomer made a motion to approve the minutes of September 4, 2008.  Seconded by William Rose III.  Motion passed.

  1. Old Business
    1. Sand Contract

       Gene Boomer gave information on Sand Contracts.  Invitations to bid will have to  

       be sent out to contractors.  The amount of sand needed is 1500 cubic yards or the

       equivalent in weight.  Also, dry winter sand or low moisture content should be

       requested.  A sealed envelope needs to be included for the closed bid. A special

       meeting will have to be scheduled to open bids.

    1. Security Deposit for Firehouse Hall Rental to be raised to $250

       The Board decided to table until more information is received.

    1. DUI Enforcement Program Grant

       Bob Dubos said will wait until next year to put in Budget.  The state pays 75% but

       the 25% is not in the current budget. This would be a good program to supplement

       our Trooper’s hours.

 

    1. Reschedule November Meeting

        The Board decided to not hold a meeting in November.  

    1. Ambulance Corps

        Bob Dubos had a meeting with the president and chief of the Hampton Ambulance

        Corp.  They agreed that the Chaplin Fire Department should apply for R1 

        Supplemental Status.  This would allow Chaplin to respond immediately to all

        medical emergencies.  Hampton would still come with ambulance if needed. 

        Bob Dubos suggested a fundraiser , such as a Chicken Barbecue, be held by the

        Fire Department to raise the money needed for medical bags etc. 

 

  1. New Business
    1. Tax Collector Refunds

       Bob Dubos read the tax refund list for the month of September.  Gene Boomer

       made a motion to approve the tax refunds as stated.  William Rose seconded.

       Motion passed. ( See attached).

    1. Resignations and Appointments  

        Bob Dubos received a letter of Resignation from Dov Kugelmass.  He has resigned

        From the Chaplin Board of Education effective as of August 20, 2008.  A Notice of

        Appointment was received from Lisa Rose-Chair of Chaplin Board of Education.

        Shari Smith has been appointed as a regular board member to replace Dov

        Kugelmass.

    1. Letter for Claude (“Tip”) Garritt

        Tip Garritt had a contract a couple years ago which allowed him to trap nuisance

        animals on town property.  When there was a problem on Darling Road with beavers

        Tip took care of it.  He would like permission again.  Gene Boomer made a motion

        to give Claude (“Tip”) Garritt permission to trap nuisance animals on town

        property.  Seconded by William Rose III.  Motion passed.

    1. Food Service Assistant Pay Raise 

         Giselle Ortiz-Ruiz has graduated from Windham Tech and is doing a great job as a

         cook at the Chaplin Senior Center.  The Chaplin Senior Center Board voted to raise     

         Giselle’s pay from $9.37 an hour to $10.00 an hour.  Bob Dubos said it will not

         increase the line item on the Senior Center  Budget.

 

  1. Other Business

Bob Dubos has received a copy of the Agenda for the Special Meeting scheduled on

October 7, 2008 at 7:00P.M at the Town Hall.  The Planning and Zoning Committee wants to meet with the Board of Selectmen to discuss several items.  One item to be discussed is the Plan of Conservation and Development Grant in the amount of $20,000. 

 

The State of Connecticut has passed a State Stature that requires any town with a Website to post Board Minutes on the Website within seven days.  This law went into effect on October 1, 2008.

 

Brian Cone who owns property on Rt6 would like to buy a small piece of town property that connects to his property.  This would require a Town Meeting. 

The Community Bill Board that was purchased by the School Readiness Program has been stored at the Town Garage.  Bob Dubos wanted it set up at the Fire Department but they feel it would block the line of sight when trucks or cars pull out into the road.  Bob would like to put it on the lot where the old Chaplin Post Office was located. 

 

Citizens have complained that they are not allowed to park at Dinah’ Pool and walk around.  Bob Dubos checked with the Captain of the Conservation Control Officers, and was told no swimming or alcohol is allowed.  People can park and walk around. 

 

9        Second Audience of Citizens

 Dick Weingart questioned who would be responsible to put notices on the Community Bill Board.  Bob Dubos told the School Readiness they would be in charge of maintaining. 

 

10.  Agenda Suggestions For Next Meeting    None at this time

 

11. Date, time, and place of next meeting

November meeting is cancelled.  The next meeting will be on December 4, 2008.

It will be held at 7:00 P.M. Chaplin Town Hall. 

 

12.    Adjourn 

William Rose III made a motion to adjourn the meeting.  Seconded by Gene Boomer.  The meeting was adjourned at 8:05P.M.
