Bob Dubos, First Selectman, called the meeting to order at 7:05P.M. Members Present: Bob Dubos and Gene Boomer. Also Present: KarenO’Gorman and Betty Urban-Clerk. Audience: Dick Weingart.

Approve Minutes of: Regular
Meeting of October 2, 2008 and Special
Meeting of October 29, 2008.
Bob Dubos made a motion to accept the minutes of the Regular Meeting of October 2,
2008. Seconded by Gene Boomer. Motion passed with following correction:
Correct name on bottom of Page 2 to Brian Cohen.
Gene Boomer made a motion to accept the minutes of the Special Meeting of
October 29, 2008. Seconded by Bob Dubos. Motion passed.

B. Board Member Reports
Bob Dubos said a letter and check was received from the law office of Jerome Paun.
He represents Jody Pearl and the check in the amount of $6850.00 was sent as full
payment of
restitution to the Town of
money is owed to the State.
Gene Boomer gave a
document of the plot layout of
O’Gorman.
A. Hampton-Chaplin Ambulance Corps Contract
Bob Dubos said the Town Attorney rewrote the Hampton-Chaplin Ambulance Corps
Contract. Bob met with the President and the Chief of the Ambulance Corp and the
Contract was accepted. Gene Boomer made a motion to accept the Ambulance Corp
Contract. Seconded by Bob Dubos. Motion passed.
A. Tax Collector Refunds
Gene Boomer made a motion to approve the tax refunds for November 2008 as
stated. Seconded by Bob Dubos. Motion passed.
B. Resignations and Appointments None
C. Adopt Board of Selectmen Meeting Schedule for 2009
Bob Dubos made a motion to adopt the meeting schedule for 2009. All meetings will
be held on the first Thursday of the month except for January, which will be held on
the first Monday. The motion was seconded by Gene Boomer. Motion passed.
D. Parking Ban
Gene Boomer made a motion to approve a parking ban from November 1st until the
last snowstorm. Bob Dubos seconded the motion. Motion passed.
E. Salt Alternative
Bob Dubos would like to purchase a truck load of a salt alternative that contains
Magnesium. The board agreed.
F. Windham Region Transit District Grant Documents
Bob Dubos presented documents regarding the Windham Region Transit District Grant.
Gene Boomer made a motion to approve the Resolution as written. Bob Dubos
seconded. Motion passed.
G. Infrastructure
Bob Dubos presented a document, regarding long range planning for the maintenance
and replacement of buildings, infrastructure and equipment, that was compiled by
William Rose IV. The document will be reviewed by Board Members and was tabled
till next meeting.

E-Waste Recycling Law
Bob Dubos said a letter was received from the Department of Environmental
Protection. As of July 2009, all towns have to provide a convenient and accessible
location to collect electronic devices such as computers, monitors, etc. to be in
accordance with Public Act No. 07-189 which became a law in July of 2007. The
Transfer Station will have to be expanded to include a covered bin for these devices.
I. Fiscal 2009-2010 Budget
Dick Weingart, Board of Finance, would like to set parameters for the Fiscal
2009-2010 Budget. He intends to send out letters asking individual departments to
keep the Fiscal 2009-2010 Budget the same amount as this year’s budget. He would
like to hold off salary increases for Town Employees until the new contract is
negotiated for the Maintenance Department.
J. Executive Session Anticipated Postponed to just before meeting adjourned.
Bob Dubos received information on the Tax Amnesty Program. Tabled till next meeting.
