Time 7:00P.M. Regular Meeting
Bob Dubos- First Selectman called the meeting to order at 7:02P.M. Members Present: Bob Dubos, Gene Boomer and William Rose III. Also Present: Karen O’Gorman and Betty Urban-Clerk. Audience: William Rose IV and John Smith.

Discussion of Fence Line at
William Rose IV stated that the cost per student was misrepresented in the article that was printed in the Willimantic Chronicle on December 18, 2008. The tuition amount of $11,563.00 per student did not include the cost for our Special Ed students. Bill Rose IV said Chaplin has approximately 87 Special Ed Students. With the addition of Special Ed costs, the cost per student would be very similar to what is paid now at Parish Hill approximately $17,310.00 per student. William Rose IV is concerned that anyone who read the article in the Chronicle will disregard the reports that are being put together by the two committees, the District 11 Middle School Study and the Dissolution Study. Bob Dubos said he would contact the Board of Education to apologize.
Gene Boomer made a motion to approve the Regular Meeting Minutes of December 4, 2008. Seconded by William Rose III. Motion passed.

Bob Dubos said an E-mail was received from Dennis Thibeault. He requested that Chaplin take responsibility for two trailers that would be used to shelter animals in a disaster situation. Responsibility would include storage space, registration and insurance. The Board decided to table till next meeting.
Bob Dubos said an inventory would need to be taken to see what has been maintained and what is needed, in order to come up with a long range plan. Bill Rose IV suggested that each Department be contacted to get information on what is needed and where. Bob Dubos will send out a letter to different Departments and put on the Agenda for next month.
The E-Waste Recycling Law requires each town to have a secure dry place
to collect old computers and related equipment. A letter was received from
the Mid-Northeast Recycling Operating Committee. They suggested that our
region get together and have one central location for these materials. The
Board agreed to go with Mid-Northeast Recycling.
The house next to the cemetery is for sale at this time. William Rose III said it would be a good time to go in and clean up the property and repair the fence. Bob Dubos will contact the realtor and see if trees and brush can be removed along the fence line.
William Rose III made a motion to approve the tax refund for December 2008 as stated. Seconded by Gene Boomer. Motion passed.
Bob Dubos appointed Chris Bray as the new Fire Marshall in Chaplin, as of January 1, 2009.
An Ordinance may be needed to put this into effect, which would require a town meeting. A decision is not needed until December 2009.
A Proclamation for “Wear Red for Women Day” has been signed by Bob Dubos. Gene Boomer made a motion to approve the Resolution which declares February 6, 2009 as “Wear Red for Women Day”. Seconded by William Rose III. Motion passed.
