  1. Call to Order

Bob Dubos-First Selectman called the meeting to order at 7:00P.M. Members Present: Bob Dubos, Gene Boomer and William Rose III. Others Present: Karen O’Gorman, Betty Urban-Clerk and Richard Theriaque-Audience.


  1. Additions to Agenda None


  1. First Audience of Citizens

Richard Theriaque-Recreation Commission Chair came to discuss the insurance for use of Garrison Park. Bob Dubos said that he could comment when discussed under Old Business.


  1. Open Bids for Mowing Contract

Bob Dubos opened three bids that were received for the mowing contract. The first was from Cale Audette. He bid $5500 for cemetery and $7000 for other mowing, total $12.500. The second bid was from Michael Neborsky from Scotland. He bid $7950 for cemetery and $9700 for other mowing, total $17, 650. The third bid was from Stabnick Landscaping& Design Inc. from West Hartford. They bid $5500 for cemetery and $7000 for other mowing, total$12, 500. The Board decided to stay with Cale Audette. He had the contract last year and did a good job and was very flexible. Gene Boomer made a motion to accept the Mowing Contract Proposal from Cale Audette. Seconded by William Rose III. Motion passed unanimous.


  1. Approve Minutes of : Regular Meeting of May 7, 2009

Gene Boomer made a motion to approve the minutes of the regular meeting of May 7, 2009. Seconded by William Rose III. Motion passed unanimous.

  1. Old Business

A. Infrastructure

Gene Boomer said that he is almost done gathering information. He will be ready to discuss at the next meeting. Bob Dubos received a quote from Pelletier Builders for the replacement of the Town Garage roof and the attached kennel’s roof. The quote was for metal 26 gage Kirby roofing material, gutters etc. The price was $38, 274, which includes removing the old roof. The town must provide a dumpster, and the price doesn’t include the Building Permit. The Snow Retention System will cost $3212, and the insulation will be replaced as needed for 68 cents a square foot. Bob said that there was $50,000 in the CIP fund, and this year another $25, 000 was added. This will cover the roof and leave a balance undesignated to use when needed. Gene Boomer made a motion to hire Pelletier Builders to replace the roof at the Chaplin Town Garage. Seconded by William Rose III. Motion passed unanimous.

B. Formally Abandon Tutko Road & Ross Road On agenda for next month

Gene Boomer said that it should read portions of Tutko Road & Ross Road

C. Discuss Recreation Department Application to Use Edward Garrison Park

Walt Zlotnick was told by his insurance company it would cost an additional $500 to cover his use of Garrison Park for his family picnic in August. Bob Dubos contacted Attorney Dennis O’Brien and received an e-mail from him. Attorney O’Brien said the town of Chaplin could be held liable for damages beyond its insurance coverage, and suggested that Bob check with the town’s insurance carrier. Bob said he spoke to Jennifer Peterson and was told there is a recreational use statute in place, but it only covers if no fee is charged for use of the park. Richard Theriaque said there is no charge for use of the park. A $100 deposit is asked, and returned if there is no damage. He said he sends a one day rider to everyone who uses Garrison Field, and would like to continue to do so. The Board agreed to keep the insurance requirements as is. Richard said the Brick Building needs a lot more work then he previously thought. The overhang is collapsing, especially in the back. He got a quote on the work for $9700. He said at least $4000 of the Recreation Commission’s $8000 budget could be used, but he needs to get the rest. Bob Dubos said to put in a request for CIP funds.

D. Voting Location

Bob Dubos said he spoke to the Fire Chief and was told that the Fire Station could be used. Also, a provision for storage could be made. Bob needs to get more information from the Registrars and will put on agenda for next month.


  1. New Business

A. Tax Collector Refunds

Gene Boomer made a motion to approve the tax refunds as presented.

Seconded by William Rose III. Motion passed unanimous. Bob Dubos said that a tax

bill was sent to Alan Kaczmarek. It was sent to the wrong address and not received in

time. The delinquent charge was waived. The error was corrected and the penalty

eliminated.

  1. Resignations and Appointments

Bob Dubos received a letter from the Chaplin Senior Center. The Senior Center Board recommends to the Board of Selectmen that the following members be re-appointed to the Board for a three year term ending June 30, 2012. The three members are Pat Kegler, Bill Philbrick and Walt Zlotnick. Bob Dubos made a motion to approve the re-appointment of Pat Kegler, Walt Zlotnick and Bill Philbrick to the Senior Center Board. Seconded by Gene Boomer. Motion passed unanimous. Bob Dubos would like to reappoint Jane Scanlon as the Animal Control Officer and Mark Miles as the Assistant Animal Control Officer.

  1. Approval of Resolution for Resident State Trooper Contract

At the Annual Town Meeting, the contract for the Resident State Trooper was authorized. Bob Dubos read the Certification from the Town Clerk, Cathy Wilson. It said that a resolution was adopted at the Town Meeting, which authorizes Bob Dubos the First Selectman to execute the contract on behalf of the Town of Chaplin for the Resident State Trooper. Bob Dubos made a motion to approve the Contract for the Resident State Trooper. Seconded by Gene Boomer Motion passed unanimously. Bob Dubos will attend a mandatory workshop on how to apply for money to supplement the trooper’s salary.


  1. Other Business

Bob Dubos said the cemetery on Chewink Road needs to be cleaned up. He would like to clear some trees etc. and rebuild the wall in front of the cemetery. Gene Boomer said that Planning and Zoning wanted a natural buffer, when it was approved. He agrees that some trees etc should be taken down. Bob will get some prices and talk to Planning and Zoning.
