Call to Order
Bob Dubos, First Selectman called the meeting to order at 7:00P.M. Members Present: Bob Dubos, Gene Boomer and William Rose III. Others Present: Karen O’Gorman and Betty Urban-Clerk. Audience: Dick Weingart, William Rose IV, Jamie Vertifeuille, Bob Mott and Town Clerk-Cathy Wilson.
Additions to Agenda
William Rose III made a motion to add under 9A Discussion of a Personnel Issue. Seconded by Gene Boomer. Motion passed.
First Audience of Citizens
William Rose IV questioned a meeting that was to be held concerning Parish Hill. He heard that the First Selectmen from all three towns in District 11 were planning to hold a meeting to discuss sanctions on the school. Dick Weingart said the Dissolution Committee report asked that some ideas on potential costs and use of the building be addressed, so this information could be presented at the public hearings. Bob Dubos said the meeting never took place.
Dick Weingart said an Executive Session is needed to discuss a personnel issue and it should be put on the agenda in advance. The Board decided to put this on the Agenda for next month and invite the employee to attend the meeting.
Dick Weingart said that Marien and Company is holding workshops regarding internal controls. One that he attended suggested that signs be posted in all town buildings where money is collected that advise people to make sure a receipt is received.
Jamie Vertifeuille said she filed a complaint against an employee who was very rude and unprofessional. Gene Boomer said an Executive Session will be held next month to address the issue.
4. Approve Minutes of: Regular Meeting of July 2, 2009
William Rose III made a motion to approve the minutes of the regular meeting of July 2, 2009. Seconded by Gene Boomer. Motion passed with following correction under #8 correct spelling decibel meter

6. Old Business
A. Infrastructure
Gene Boomer has been working on getting information on all the Town Buildings in Chaplin. He is looking for invoices and information on Vendors so he can get a timeline on work that was done to each building. This will be an ongoing report. Bob Dubos said there are some records in the old Workforce Building that he might want to look at.
Bob Dubos said the DOT found a huge hole in one of the girders at the North Bear Hill Bridge. It was rusted through at the center column. Bob said the town was given 24 hours to correct. He spoke to the Town Engineer, who had John Bolduc build a steel shim to support the bridge as a temporary fix.
Bob said the Fire Department has an old 1970’s truck that needs to be replaced. They want to find a good used truck if possible.
B. Formally Abandon Portions of Tutko Road and Ross Road
Bob Dubos said he wanted to vote on this item, but he still needs to get an exact description and measurements on the roads. He spoke to Hill Bullard who suggested a Class D Survey and said a Quick Claims may be needed. Gene Boomer said to speak to the Town Engineer about the measurements. Gene said by Stature the roads will automatically go back to the people who own property along the road once abandoned.

New Business
Tax Collector Refunds
Gene Boomer made a motion to approve the Tax Collector Refunds as stated. Seconded by William Rose III. Motion passed.
Resignations and Appointments
Bob Dubos made a motion to reappoint Kitty LeShay to the Chaplin Historic District Commission. Seconded by Gene Boomer. Motion passed.
Resolution for the OPM JAG Law Enforcement Grant
Bob Dubos would like to purchase security cameras for Garrison Park, the Town Hall and for the Senior Center and Library. He contacted Venture Communications in Pomfret. Gene Boomer would like the cameras to be activated by motion to cut down on reviewing of tapes. Bob will check on this and get a quote from the company. Bob Dubos read a Resolution which needs to be approved in order to use the Grant money. Gene Boomer made a motion to approve the Resolution for the OPM JAG Law Enforcement Grant. Seconded by William Rose III. Motion passed.
Land Records
Bob Dubos said by Stature the Board of Selectmen need to appoint someone to examine the Land Records each year. Cathy Wilson, the Town Clerk said the IMUS Software Company does verification against documents to make sure correct. Bob Dubos asked Cathy to check with the State to see if this is in compliance with State Stature. Cathy would like to change to a different company so she can receive daily reports and pay less per report. Gene Boomer questioned if a contract had been signed with the current company and when it expires. Bob Dubos will check to see what type of contract we have with the current company.
Other Business
Bob Dubos contacted two Solar Energy Companies to get information on the installation of Solar Panels at the Senior Center. William Rose III is concerned about roof maintenance if panels are installed on the roof of the Center. The Energy Conservation Grant amount is $32,000. One company came back with a bid of $55,000. Dick Weingart said CIP funds in the amount of $25,000 were not used on the town garage roof. Bob Dubos will get more information and put on agenda for next month.
Second Audience of Citizens
Bob Mott feels that solar panels are a great idea. He said that maintenance of the roof is easy. Solar panels come off piece by piece so work can be done. Dick Weingart said that a Town Meeting would be needed in order to approve the transfer of funds from the Capital Improvement Fund, if the Board decides on this project.
Discussion of a Personnel Issue
This will be put on the Agenda for next month as an Executive Session and the employee will be invited to attend the meeting.
