Call to Order
Bob Dubos-First Selectman called the meeting to order at 7:03P.M. Members Present: Bob Dubos and Gene Boomer Others present: Betty Urban-Clerk Audience Present: Dick Weingart, Jim Randall and Doug Dubitsky.

First Audience for Citizens
Jim Randall said the State of Connecticut is putting in Reverse 911. At this time there is no cost.
Approve Minutes of: Regular Meeting of September 8, 2009
Gene Boomer made a motion to approve the minutes of September 8, 2009. Seconded by Bob Dubos Motion passed

Infrastructure
Gene Boomer said everything will be turned in at the end of October. For each building a folder was made up. He will continue to work on it.

Energy Conservation Grant
Bob Dubos said that due to the age of the Senior Center roof it would not be wise to install solar panels. He had a quote done on the Town Garage, since that has a new roof. For $32, 320 a system that would save approximately $900 a year can be installed. The Grant application is due November 1, 2009. Gene Boomer questioned if the money needed to be paid out first by the town, and then reimbursed. Bob will find out. Bob Dubos made a motion to approve the use of the Energy Conservation Grant money for the installation of Solar Paneling at the Town Garage as long as the Board of Finance understands and approves the purchase. Seconded by Gene Boomer Motion passed. Dick Weingart will put on the agenda for the Board of Finance meeting.
New Business
Tax Collector Refunds
Bob Dubos made a motion to approve the tax refunds as presented. Seconded by Gene Boomer Motion passed
B. Resignations and Appointments None
C. STEAP Grant
Chaplin was awarded a STEAP Grant in the amount of $156,000.Bob Dubos said the money will be used for the Bujak Rd Drainage Issue. Plans are being drawn up, but the work cannot be done until around September 2010. The level of water in the pond has to be down.
D. Proposals to Change Town Banking Services
Dick Weingart said the Board of Finance is checking out three local banks to get quotes on cost of banking. Right now Chaplin is with Bank of America, and in the past year the cost has increased. In June of this year, the charge was about $600. Peoples, New Alliance and the Savings Institute have been contacted. The Savings Institute said they could do our banking for about $30 to $50 per month. A meeting has been scheduled with the Savings Institute and the Board of Finance on Tuesday, October 6 at 6:30PM at the Chaplin Library.
Other Business
Gene Boomer questioned the status of the purchase of sand for winter. This will be on next month’s agenda.
Second Audience for Citizens
Jim Randall said he would rather see the Energy Grant money go for a generator for the Town Hall. Bob said he doesn’t think a generator would be considered energy conservation, but he will find out.
Doug Dubitsky questioned the status of the North Bear Hill Bridge. Bob Dubos said the DOT asked that the bridge be replaced within a five year span.
Dick Weingart thanked all the members of the Board of Selectmen for their helpful cooperation on Budgeting issues etc.

The next meeting will be held on Thursday, November 5, 2009 at 7:00PM at the Chaplin Town Hall. Gene Boomer made a motion to adjourn the meeting. The meeting was adjourned at 7:55PM.
