Time 7:00P.M. Regular Meeting

Chaplin Town Hall

 

  1. Call to Order 

Bob Dubos-First Selectman called the meeting to order at 7:00P.M.  Members Present:  Bob Dubos, Gene Boomer and William Rose III.  Others Present:  Karen O’Gorman and Betty Urban-Clerk.

  1. Approve Minutes of :  Regular Meeting of June 4, 2009 and Special Meeting of June 11, 2009

Gene Boomer made a motion to approve the minutes of the Regular Meeting of June 4, 2009.  Seconded by William Rose III.  Motion passed.  Gene Boomer made a motion to approve the minutes of the Special Meeting held June 11, 2009.  Seconded by William Rose III.  Motion passed.

  1. Old Business

A.  Infrastructure

Gene Boomer is still working on infrastructure.  He created a file for each town building.  Many of the old payables were discarded.  He is getting together what information he can find, and the files can be added to as work is done.  Gene said old tax field cards were used to get historical information on the buildings, such as town garage, grange etc.  Some of the information needs to be corrected.  William Rose III asked about the Workforce One building. Bob said no demolition permit cans be obtained until it is free of asbestos.  The Board of Finance decided to put this project off till next year. 

      B. Formally Abandon Portions of Tutko Road and Ross Road 

Bob Dubos said he spoke to Attorney Dennis O’Brien.  The attorney suggested that a  discontinuance be done.  Attorney O’Brien said he would get something in writing, but Bob has not received it yet.  Gene Boomer suggested that a measurement be taken on both roads.  Bob Dubos said that Attorney O’Brien said an official notice in the newspaper should be sufficient notification.  Gene Boomer suggested that people on the road be notified as a courtesy.  Bob Dubos will do the measurements, and get the information from Attorney O’Brien.  This will be on the agenda next month. 

      C. Voting Location

Bob Dubos will schedule a meeting with the Registrars of Voters and someone from the Fire Department.  This will be on the agenda next month.

  1. Other Business 

Bob Dubos has a quote from The Gorman Group on the paving of Bedlam Road and Davis Road.  The total price is approximately $137,342.  In the budget, $189,000 has been put aside for these two roads.  With the $46,000 surplus, the town may be able to do another road.  Bob Dubos tried to get a grant, but all of Chaplin’s roads are considered Minor Rural Connectors.  No grant money is available for this type of road.  Bob would like to get Bedlam Road reclassified, since it connects two highways. 

Bob Dubos said a contract was signed for a new phone system at the Town Hall.  Right now, there are thirteen lines, but the new system will have five phone lines.  There are three fax machines, and the new system will switch automatically from fax to phone on one line. 

Bob Dubos went to a meeting, and Chaplin is eligible for $9100 incentive money.   This money needs to be used or turned over to the State Police.  Bob would like to get three surveillance cameras, one for the Town Hall, one at the Senior Center/Library and one at the Town Garage.    There has been some vandalism at Garrison Field and near the Senior Center/Library.  Planning and Zoning would like to pass a noise ordinance.  Bob would like to use some of the money for a decimal meter.  

Bob said a grant in the amount of $32,000 was received for Energy Conservation.  He will meet with Robin, the representative from Connecticut Light and Power.  Also, he would like to get more information on solar panels or a ground source heater system to see if either could be used for town buildings.
