To request an absentee ballot:

Please fill out an application and return it to the Clerk's office by mail, drop it in our official State of Connecticut Ballot Drop Box located on the porch of the Town Hall near the main entrance (opened 29 days prior to an election) or in person during business hours.  Applications can be obtained from the Clerk in person or at the link below.  

To return a voted absentee ballot:

Ballots can be returned to the Clerk in person during business hours, by the US Postal Service or to the State of Connecticut Official Ballot Drop Box.  If you plan to return your absentee ballot in person by way of the ballot drop box, please be sure to use the State of Connecticut Official Ballot Drop Box located on the porch by the main entrance to the town hall and not the incoming mail box located in the parking lot.    If you are mailing the ballot back, please be sure to mail it early enough so that it is received in the Clerk's office by the close of polls on election day.

Request an Absentee Ballot

Duties of a town clerk as mandated by Connecticut Statue are as follows:  In a designated jurisdiction within Connecticut, elected or appointed, the town clerk is responsible for the administration & management process specific to land records, elections, vital statistics, licensing & various other municipal records in compliance with state statutes, federal regulations, municipal charters & local ordinances.

Examples of such duties include: (Directly or through others)

  • Records, processes & indexes land records
  • Computes & collects municipal & state conveyance taxes
  • Microfilms land records & provides for secure storage
  • Records, certifies & reports on election process activities (including campaign financing)
  • Issues absentee, military and overseas ballots
  • Maintains an index to vital events such as marriages, births, deaths, burials and cremations
  • Compiles statistical data & prepares & submits reports
  • Issues canine licenses
  • Issues & approves voter registration cards & other permits unique to the jurisdiction
  • Records, indexes & files maps, veterans discharges, liquor permits & trade name certificates
  • Maintains & posts calendar meeting dates of boards & commissions
  • Keeps records of the agenda motions, votes and minutes of meetings of the town, as well as appointments, terms of office, vacancies in office and oaths of office
  • Handles jurisdictional codification of ordinances.  **See town clerk for a complete list of ordinances
  • Answers inquiries from the general public and officials including research & genealogy
  • Trains & evaluates staff
  • Prepares capital & operating budgets
  • Files & certifies Notary Public  State of Connecticut - Notary Public Manual
  • Prepares certified copies of documents & affixes seals
  • Participates in professional self-development programs & continuing education opportunities
  • May serve as governing body's representative at designated functions & events
  • Does special projects and related work as required & any other requirements mandated by State Statute as amended by law from time to time

To Chaplin’s Permanently Disabled Voters:  Voters with permanent disabilities may be eligible for permanent absentee ballot status. Permanent absentee ballot status enables the elector to receive an absentee ballot for each election, primary, and referendum in the municipality in which they are eligible to vote.  The voter must file an application for an absentee ballot (ED-3) and a doctor's certificate stating they have a permanent disability and are unable to appear at the polls.  The doctor's certification should be on letterhead from the doctor's office.  Permanent absentee ballot status does not pertain to referendums with less than 3 weeks notice.  CGS 9-369c.  Contact the Town Clerk's Office for further details.
